The custom of flying the American flags 24 hours a day over the East and West Fronts of the U.S. Capitol began during World War I when American citizens wrote urging that the flag of the United States fly continuously over the public buildings in Washington, D.C. The tradition continues today. The flags flown over the Capitol’s wings indicate that the House or Senate is in session.
